Plants can't be returned with the phytosanitary certificate

Only customs can send back live plants. Nobody else is allowed to return imported live plants with their original  phytosanitary certificate, not a month, not a week after plants were received ... even the same day that they are delivered plants can't re-cross the border and be returned legally to the exporter. Even if import taxes are paid on the returned parcel. This obligation of no return stems from the rule of border crossing with a phytosanitary certificate from the exporting country. Without this rule two persons could indefinitely send back and forth parcels of plants with a single certificate.

A registered import / export company with the ministry of agriculture can be sanctioned ( forbidden to export for a period of time ) if it receives plants without legal phytosanitary certificate from the exporting country.
