Postal EMS does not exist to Ukraine and South Africa ?

Express Mail Service ( EMS ) is available in UKRAINE and SOUTH AFRICA for instance but there is no EMS service from Thailand to these countries in February 2012 on the rate page.

Below are all the available options to South Africa for a 1000 gr content on the rate page.

But EMS may exist whereas the option is not reported on the rate page and the service is said not available by some post offices.
